The moment constitutional authority changes legally, distinct from the longer physical transfer and demilitarization of equipment.
Meaning in the series
In the novel, the Constitution takes effect at 00:00 UTC on January 1, 2045. Independent national interstate war-making authority ends then; the transition continues during calendar year 2045.
